SUMMARY:

The Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) has its national office in Canberra and employs around 3000 staff at locations around Australia. FaHCSIA advises the Government on all policy issues within the portfolio, and manages the delivery of FaHCSIA services through a range of service providers. FaHCSIA also advises the Government on the social policy implications of wider government policy including taxation, superannuation and savings policy. Portfolio Governance and Program Support Branch provides advice and assistance on all aspects of the management of community based programs including funding agreements and selection processes.

POSITION DESCRIPTION:

The Program Administrative Support Section is looking for a person who is keen to support National Office and the Network in the delivery of FaHCSIA programs through the provision of high quality support in funding agreement management. Our team is responsible for a range of projects along with our core business of providing support through the Service Delivery Helpdesk (a policy advising helpdesk).

REN21 is a global policy network that provides a forum for international leadership on renewable energy. Its goal is to bolster policy development for the rapid expansion of renewable energies in developing and industrialised economies. Open to a wide variety of dedicated stakeholders, REN21 connects governments, international institutions, on governmental organisations, industry associations, and other partnerships and initiatives. REN21 leverages their successes and strengthens their influence for the rapid expansion of renewable energy worldwide.

REN21 is supported by a Secretariat provided through the Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH and the United Nations Environment Programme (UNEP). It is located in the offices of the UNEP Division of Technology, Industry and Economics in Paris, France.

REN21 has produced a number of internationally recognised reports on renewable energy policy and the development of the renewables marketplace. The Renewables Global Status Report, in particular, has achieved worldwide recognition. It provides the knowledge base for the political work of the network.

POSITION DESCRIPTION:

REN21 is centralising the data from its various resources in order to make it available through an intuitive world map interface, which is to be published shortly on the REN21 website. This map contains extensive information from the Global Status Report and other sources.

The intern will support the further development of this system, including in particular:
• Organising data from existing REN21 reports and activities
• Researching new data in collaboration with the network’s partners, e.g. IEA, World Bank, ministries, industry associations, NGOs, independent experts etc
• Feeding the data into the databases
• Establishing knowledge cooperation with partner organizations

The work requires that the intern prepares a thorough understanding of the data to be presented, and works conceptually and creatively to help shape the design of the system as well as technically to some extent (enough to provide guidance to the website programmer). The goal is to provide key information in an accessible manner to the non-expert target audience: policy makers.

Furthermore, the intern will support the day-to-day operation of the REN21 Secretariat, in particular with regard to website and electronic communication (updating content and databases, support information and outreach activities, etc)

The internship can be expected to provide the intern with an in-depth experience in renewable energy information, actors, and experts and introduce the intern to dynamic knowledge networking and modern web presentation.

Marine Conservation Biology Institute (MCBI) began in 1996 with a new approach: to encourage scientists who want to safeguard ocean life to get involved in policy development.   MCBI’s mission is twofold: advance the science of marine conservation biology and secure protection for ocean ecosystems.  We work to protect marine life around the United States and beyond by encouraging research and training in marine conservation biology, bringing scientists together to examine crucial marine conservation issues, doing policy research to frame the marine conservation agenda, conducting outreach to educate scientists, the public and decision makers on key issues, and building partnerships to solve problems affecting marine life and people.

POSITION DESCRIPTION:

In addition to providing the opportunity to participate in many aspects of our policy work, the Marine Conservation Biology Institute’s Ocean Policy Internship offers exposure to government agencies, non-governmental groups and other organizations involved in the policy-making process.

MCBI’s Government Affairs office in Washington DC works on policy research and advocacy on a variety of marine issues, including marine spatial planning, marine protected areas such as marine sanctuaries, preserving Hawaii’s marine ecosystems, deep sea corals and seamounts conservation, and combating destructive fishing practices such as bottom trawling.  Past interns have found the internship useful in narrowing their focus/interest in marine issues and learning about lobbying and the legislative process, particularly how to package science information for decision makers.

Internship activities include:
• Conducting research on US marine policy
• Setting lobbying appointments with congressional staffers
• Accompanying MCBI staff on lobby visits and keep records of visits
• Staying abreast of and briefing Staff on marine conservation news and hot topics
• Preparing educational materials and fact sheets
• Providing administrative support (answer phones, keep VP calendar, file, purchase some office supplies, open & distribute mail, etc.)

Opportunities for independent research in Ocean Policy should be discussed at the time of interview.

Period of Internship: January until May 2010.

Compensation: Interns are expected to work 40 hours per week.  The internship offers compensation at the rate of $1800/month.  No benefits or relocation costs are provided, except standard holidays falling during the internship term.  We are willing to work with interns and their universities to obtain academic credit for internship work.

(a) Conducting research, policy advice, capacity strengthening and policy communications in Ghana on the strategic issues of agricultural and rural development and poverty reduction, and
(b) Support the GSSP leader to coordinate IFPRI’s country strategy program in that country. The Fellow would be responsible for timely completion of research projects, actively publish papers/books, and participate in various conferences, policy advisory forums, and capacity strengthening training programs.

More specifically, it includes the following responsibilities:

• Research and Capacity-Building: Leading or participating in specific empirical research and synthesis on special studies based on identified program of work; organizing or providing support to targeted training programs; and coordinating with Washington-based staff on specific research and training activities that fall within GSSP;
• Research Coordination: Assisting the GSSP leader to coordinate research related to the country strategy program with IFPRI research and outreach staff (both local and Washington-based); liaising with donor and government stakeholders; recruiting and managing national collaborators on a need basis;
• Policy Communication and Liaison: Maintaining active policy communication with national counterparts through a regular policy seminar series, policy briefs, and other fora; establishing active links with various national research institutions; and liaising with donors on regular basis.

SELECTION CRITERIA:
• PhD in Economics, Agricultural Economics, Public Policy or closely related field
• Experience in research on policy issues, related to agricultural production, natural resources, the roles of the state, civil society, and markets and trade
• Knowledge and experience working in Africa
• Survey design and field data collection experience desired
• Ability to work across disciplines
• Excellent written and spoken English

SUMMARY:

Pact Sudan has three main programmatic foci: Water for Recovery and Peace (WRAPP), Peacebuilding and Natural Resource Management (NRM). These three programs have many synergies, and for the success of all programs it is important that they are integrated and building upon the links between them.

In addition, the success of Pact’s program is based upon a robust conflict analysis and understanding of the Sudanese context and technical approaches to the areas of programming.

POSITION DESCRIPTION:

The Policy Advisor will have responsibility to inform Pact’s programs with updated analysis on political, social and economic developments and to contribute to ensuring that Pact’s program activities address priorities identified in the analysis. In addition, the Advisor will work closely with the program teams to ensue that there is synergy between the various activities. S/he will contribute to Pact Sudan’s programming strategy, and provide mentoring to Pact staff and partners on research and analysis.

Specific Duties and Responsibilities
• Inform Pact’s programs on the political, social and economic situation and changes in Sudan.
• Contribute to the analysis of the security situation in the project areas.
• Identify and inform Pact’s Program about potential threats to the peace process and potential spoilers, identify and recommend appropriate measures to address those threats and identify and recommend appropriate local, national and international stakeholders for preventing and mitigating such threats (i.e. traditional leaders, youth & women’s groups, peace committees, national and international government officials, military & police, political parties, religious leaders, etc.)
• Contribute to the overall strategy for Pact’s Program.
• Feed into and contribute to Pact research and assessments.
• Remain informed of new developments on peace building theory, praxis and research during the course of the contract, and ensure that developments are reflected appropriately in Pact’s Program
• Ensure that Pact follows a do-no-harm approach.
• Build into the analysis of cross-cutting issues such as gender, HIV/AIDS, women and youth, and IDPs / returnees;
• Identify key activities in each location that comply with the various program objectives;
• Mentor Pact staff and local partners on research and assessment skills;
• Contribute to monthly, quarterly and biannual reports, linking closely with the MERL staff and the Information Officer;
• Represent Pact at relevant meetings with partners, donors, government, UN and key actors and institutions;
• Coordinate closely with implementing partners in all locations and promote a healthy work relationship with all stakeholders;
• Coordinate Southern Sudan Conflict Assessment in 2010/11 by contacting and negotiating contract with consulting firm/research institution, develop TORs for Conflict Assessment with DFID, provide technical and logistical support to researchers. Assist in identification of Sudanese co-researchers and research institutes. Coordinate "feed-back sessions" of initial findings of Conflict Assessment.
• Address other relevant and/or overlapping issues as indicated by the Pact Sudan Country Representative/Head of Technical Unit.

• Fluency in English and excellent English writing skills.

• Prior experience in Sudan or other conflict or post conflict country.
• Knowledge of Arabic and local languages an asset

Education and Experience Requirements
• A minimum of five years of conflict/peacebuilding-related work experience, a part of it in post-conflict environments
• A Masters degree or equivalent in the social sciences, international relations, development studies, conflict and peace building
